I’m Terry Jackson — a retired U.S. Naval Officer, federal civil servant, and lifelong believer in public service as a responsibility, not a performance.
For more than two decades, I served inside federal systems that Congress is constitutionally responsible for overseeing. As a commissioned Naval officer, I was entrusted with people, mission, and accountability under the Constitution. Later, as a federal employee, I experienced firsthand how decisions made — or avoided — in Congress directly affect livelihoods, readiness, and trust in government institutions.
That experience shaped how I see the role of Congress. Congress is not just a legislative body; it is a constitutional check on executive power. It authorizes force, oversees federal agencies, controls the budget, and sets the guardrails that protect democracy. When Congress fails to do those things well, the consequences are real — for military families, federal workers, retirees, and everyday Americans.
As of now, I am the only candidate with military experience in this race, and that perspective matters. Military service doesn’t make someone right — but it teaches accountability, judgment, and restraint. It teaches what happens when leadership is absent, when systems lose discipline, and when people stop trusting the institutions meant to serve them.
I’m running for Congress not to perform outrage or chase headlines, but to restore accountability, transparency, and trust so government can work again — for everyone.
Why I’m Running…
This campaign is not just about policy preferences — it’s about readiness. At a time when Congress is struggling to fulfill its constitutional role, when oversight has weakened and trust has declined, we need leadership that understands how federal power works and how to restore accountability and trust.
This race isn’t happening in normal political times — and voters know it.
Congress today is struggling with accountability, trust, and basic functionality. Oversight has weakened, executive power has gone unchecked, and economic pressure has widened the gap between those at the top and everyone else. In moments like this, governing comes before legislating — institutions must be stabilized so they function as intended.
While it may be acceptable to call out authoritarianism by naming it, that’s the bare minimum. We defeat it by rebuilding accountability into our institutions and restoring economic fairness, so people are no longer pushed toward fear and extremism. Trump didn’t create these problems — he exploited them. If we only focus on personalities, we miss the deeper failures that allow these movements to keep returning.
Some campaigns are focused on opposing individuals. I’m focused on fixing the conditions that allow abuses of power to rise in the first place.
My campaign is built around restoring balance: reestablishing congressional oversight, protecting earned benefits like Social Security, Medicare, and veterans’ benefits, and making life more affordable for families who are doing everything right and still falling behind. Trust in government is not rebuilt through slogans — it’s rebuilt through discipline, transparency, and responsibility.
Strong legislative experience matters, especially when institutions are functioning properly. But when trust breaks down and oversight fails, the first job is to steady the system so legislation can actually work. This moment requires steady hands, not learning curves.
